Time Wraths

I'm rewatching season 2 of The Flash and I'm episode 17 Barry isn't hunted by a Time Wrath because he's messing with the timeline . If they come after speeders for messing with the timeline why wouldn't they go after time masters and the legends for messing with it ? Any ideas ? The writers should have really mentioned this in Legends, at least acknowledging their existence and say something like, "they only go after a speeders, so if you see one we're safe it's after someone else," or "we have some tech that keeps them from knowing where in time we are so they can't follow us ." Just some acknowledgment of their existence would've been nice.

It's because they are enforcers of the Speed Force. They track Speedsters when they travel through time carelessly. Speedsters use the Speed Force to time travel and Time Masters use whatever technology they have.

But there're socities like The Guardians Of The Universe (The Green Lantern Corps.), The New Gods (& Metron), The Lords Of Order (Dr. Fate, Phantom Stranger),The Lords Of Chaos, The Spectre, Faith, The Monitors Of The Multiverse & so on whom are monitoring The Time Masters. Not 2 mention spiritual socities, i.e. Zatanna, etc.
