I thought it was Winston, but it's been awhile since I saw the movie.

EDIT: The bounty was placed originally by the guy who had John kill his sister. Then it was doubled by The High Table after John killed the guy.

The Camorra. They doubled it to 14 Million after Wicks killed Santino.
