FBI does have offices internationally. While they may not always be able to make arrests-themselves, they can if harm has happened to a US citizen in their view. They may also have authority if given by the host country.

Well the show is fictional anyway, seems they would have explained there's a fictional (in our actual world that is) unit that specifically handles international missing persons cases if there's a criminal element to it. Call it the Beyond Borders Project or something. But alas.
