They need to stop killing people then !
They want to, but it's the unsubs who force the IRT to kill them by charging at them/commit suicide before they can do anything. Or you can say it's the writers fault.

There is something that is just really American about bursting into a place, shooting the bad guy and claiming victory. Crisis solved. The end. It would be interesting to see a foreign Clara Seager making some witty observation about what this kind of procedure and expectations means in the grand context of American culture.

A better question is why does every episode end with the same exact hostage situation where Gary Sinise puts his gun away and tries to talk the serial killer down and then shooting them.

Hey, if 5 and 9 end in arrests, we'll get actually a rather even run. At least 11, 12 and 13 will be aired in the order they were intended to. And for what is worth, 12 even has the unsub being talked by the local LE guy, for a change, unless I've been misled by on set photos.
Of the 8 episodes aired, not counting the criminal minds episode "beyond borders" that introduced the show, 7 out of the 10 unsubs died rather than being arrested. Only the last 2 episodes had anyone be arrested

Aaaand this last one to air (9 in order of production) had 2 arrests and no deaths. Like I predicted. Next week there are two episodes. One is 11 which could go either way, the other is 5 which will likely end in arrest.
