It's Damian, as he is notoriously strong-headed and fights Batman on almost everything, particularly his view of killing villains. Also, it's a sequel to Son of Batman.
As for plot, the movie is an adaptation of the Court of the Owls New 52 storyline. It's probably going to combine the backstory of the Court of the Owls with part of the Night of the Owls, during which the Talon, the Court's assassin, is released on Gotham. This would also explain Nightwing's presence, as he is central in a major plot point in the lore of the Court of the Owls. The title might be coming from Damian's refusal to cooperate with Batman's way of fighting the Court.
