Nihonjin: "Sori" or "sorry" when addressing PM?

It was hard not to notice that many of the bureaucrats in the various meeting rooms would begin their statements with what sounded like "sori," usually when addressing the prime minister, that I could tell. Is that a title or term of respect, or are they saying "sorry" in English? Arigatou gozaimasu!

sōri (総理) means prime minister.
