When someone reports hearing screams from a nearby home, you go to said home and investigate. If you're a cop that knows how to do your job properly anyway.

Apparently they actually knocked on the door a few times after several people called the police but he never answered, and that was that. What I don't get is why the neighbors were all so surprised after having witnessed some of what was going on.

I lived in Cleveland during most of their captivity and very close to where Amanda and Gina were abducted.

1) When (rarely) outside, they were forced to wear wigs and glasses as depicted in the movie.

2) Cleveland Police and the Cleveland FBI office never gave up looking for Amanda and Gina. It was breaking news at some point (I think about five years in) when the FBI indicated they were basically merging the investigations into their disappearances, hoping that evidence in one kidnapping would lead to evidence in the other. Cleveland Police dug up an entire lot a year before the women were found, after a man claimed he knew the location of Amanda's body.

3) Screaming is not a crime. Verbal altercations in a house are rarely a crime. Unless the police themselves witness or find evidence of a crime (probable cause), they can't pursue it. You'll find that most cops aren't as you see on TV and will protect themselves from reprimand, firing, or civil lawsuits by not violating Constitutional protections on search and seizure. It's an unfortunate issue and a fine line, but it's a balance of rights and responsibilities.
