You have to remember that Michelle was known to have run away in the past, and Cleveland Police treated her as an adult (which she was).
Finally, Amanda told the police where to look. The police "found them" in the house. That took a search.
A little critical thinking goes a long way.

I live near Cleveland, they never stopped looking for the girls. Ever so often there would be a update on them and how they are still searching for them. The cops however; did really screw up on searching.

Yeah, they did that. They always followed up on tips when they got them. It angers me though that they took Michelle out of the missing database and said she was a running away.
