England and Scotland locales as stand-ins for NY? Why not film in NY?? We're cooperative to filmmakers!

That question occurred to me, too. Cynical, perhaps, but my guess is that it had something to do with money. 

The two regions may have been bidding the production company.

I would have loved to have had it filmed in NYC (not the least being, I could have probably been an extra!) But the sad truth of the matter is the NYC of 2016 looks nothing like the NYC of 1944.

it's all to do with costs. it's a mere fraction of the price, filming in the uk is very cheap compared to filming in the states. The insurance and lcoation fees alone are enourmous in NY I'm told. Many US productions shoot in the uk (Captain America, World War Z etc) simply cos of the location costs being WAY cheaper, even with hotel and flights factored in.
