I think Lynch is going for another season. He setup so many different storylines and that is what a series that is planning on continuing does. The writers just give themselves something to work with in the future so they don't have to start from scratch in a new season.

People will complain that all these plot lines were left unresolved but if we were told there was going to be a season 4 from the beginning no-one would be complaining. However, reality does play a role just like it did in season 2 and if the numbers don't add up there won't be anymore episodes.

Yeah, that is true, because the more people talk about it, the more people who haven't seen it will get interested in it.

Plus, Lynch/Frost been doing some good fan service. It would be of Showtime's [and Lynch/Frost] interest to keep milking the cow [so to speak].

Well, we have to be fair: No one would complain because everyone would know the plot lines would be resolved down the road. The problem - such has happened in the past - is that the future of Twin Peaks is uncertain.

For 25 years people were left hung on unresolved stuff from the series. If TP ends up in Season 3 without resolving the major plots, that will be double the frustration for the original viewers [the newer viewers might not care that much or are already used to series getting cancelled right at the end of first season].
