I have a theory that he is Jeffries.

That could be. Does he transform himself into that guy? He is shorter than Bowie.

This is a far fetched theory of mine so take it with a lot of salt:

As I explained elsewhere here in the Forum, Jeffries tells Gordon in FWWM that he was in one the meetings above the convenience store. We then see that meeting unfold but we don't see Jeffries in it.

My theory is that we actually do see him, only we don't recognize him. He is the mask with the monkey behind it [the mask signifying that he is there undercover]. The monkey whispers "Judy", the same person Jeffries refuses to talk about.

The creature with the long nose also makes monkey sounds; and he dances strangely. In fact his dance is very "Bowiesque" as you can see here:

the problem with this theory is twofold:

1 - in the original series, the Monkey apparently appears from behind the mask of the Magician Kid and not the Dancing Creature; which gives it a different meaning [primordial fear and innocence]
2 - The Dancing Creature in the original is tied to the idea of dark magic [his animal grunts working as a metaphor for the animal nature of the creatures in the black lodge].

As the series gets extended, a sort of revisionism is applied by Lynch and Frost to the meaning of past things we took for granted.

Do take notice though: When Jeffries is telling Gordon that he was in the meeting; the Dancing creature fades in and out superimposed on Jeffries and again between Jeffries and Gordon [which further implies that it is indeed Jeffries]

Another visual key is Jeffries clothes. When Jeffries disappears from the hotel to appear in the FBI headquarters he has a White suit. The Dancing Creature in the meeting is wearing a Red suit [which is in perfect consonance with the idea of red and white in lodge and the Doppelganger theme] Again, there is superimposition of the two every time Jeffries says "I" [I've been to one of their meetings] and Gordon says "you" [Gordon to Jeffries: "Where the hell have You been] - at least in one of those versions. As fun as watching Bowie by himself on that segment may be, the absence of the meeting scenes mixed together takes the importance of that event away; as you can see in this clip:

There is also a superimposition of the Dancing Creature/Jeffries when he says "who you think that is there" when pointing to Coop [which seems contradictory to what I said before, although the superimposition continues as he aproaches Gordon].

Also notice that the Dancing Creature is holding a branch. Bowie would be holding a microphone.
