I thought the Evelyn Marsh story was done pretty well

To me it fits the twin peaks style really well, it is kinda moody and tense and it has backstaabing and drama and twists. It isn't full on weird and over the top like ben's civil war antics. The evelyn marsh stuff doesn't feel out of place in the universe. It has echoes of film noire to itvlike much of twin peaks does

Same, actually. I think it suffers from weak writing and/or acting (writing first and foremost tho), but the story itself feels perfectly at ease in that universe, unlike other contemporary subplots. It explores key themes, etc.

Who is she? Who is she really? Who does she represent? How does she relate to Laura? Are Evelyn Marsh and her accomplice a metaphor for James and Laura if Laura had lived?

She has a kind of psychiatric cabaret. Very good. There was something about Suez.
