Given the actor's birthdate and that of Ontkean, is he supposed to be Harry's brother?

I'd actually love it if it's his brother in the show. With so many familiar faces returning it'd be pretty jarring to have one character be recast.

I do think it's pretty lame Ontkean wouldn't return..

I have a feeling he will play Harry's brother since the Secret History of Twin Peaks goes into detail about Frank in the book. I wonder if his name is a reference to Dennis Hopper's character in Blue Velvet.
