The town is a reflection of Laura (and Lynch).
Laura slept with everybody and did every kind of thing. The town hypnotizes itself into believing Laura didn't really leave, by being promiscuous --- in this way Laura never passed away. Her heart is still within Twin Peaks.
Twins, doppelgängers, clones, the theme of doubles, etc. Why wouldn't this transfer to romance matters as well? Ah! Sundance!

Does it say somewhere that twin peaks is std free? With all the banging, prostitution, and syringes, that is hard to believe. The sharing of sexual parters, relationships with logs....not even gonna mention the std riddled billy zane. The statistics are something like 1 in 5 people are infected with herpes. In a tiny town like twin peaks, i would bet those statistics get much higher.
Think about it though. You go through highschool knowing the same people. Not many options. Oh, and then a newcomer arrives....fresh meat! They are lucky if herpes is the only thing they contract.
