Speculation, Mice/Rats are more intelligent than dogs. More adaptive also.

The mouse wasn't that guys real body. There are lines of dialog towards the end that suggest there's a hierarchy with regards to which of the cult members get good bodies and that lower members get swapped into animals. Further it's suggested that being in an animal for too long is what caused those guys to be so weird, that being in an animal too long messes with their minds.
