The Rowdy 3 were explained: They were part of the same experiment as Dirk and Bart (Black Wing) and the Rowdy 3 were titled "Incubus" (google that if you're not familiar). They were described by the Black Wing guy as vampires, they feed on emotion, which is why they followed the girl around - she constantly had volatile emotions for them. They also displayed a knack for smelling or sensing emotional turmoil. Towards the end, for example, they noted the smell of something about to go down and headed to the final show down.
Bart, yet another Black Wing experiment, instead had an ability similar to Icarus's (or Dirk's) intuition, but hers was more like extreme luck guided by destiny. As she explained; she cant be hurt. Coincidences will not allow for her to get hurt, so as to ensure a certain line of events. Her purpose, or destiny, was to show up to save Dirk. The final two bullets she had were meant for the Bald guys. When she realized that's what her bullets were meant for, she understood that she wasn't meant to kill Dirk to begin with. Everything she did, and everything that happened lead her to the point where she would show up and have enough bullets to take out the guys around Dirk. Everything just sort of goes her way. The only time this betrayed her was when she was acting against her "destiny"; by trying to kill Dirk she suddenly couldn't aim and her handgun wasnt obeying her, and when she had him cornered, she ended up hurt for the first time ever - she simply can't hurt Dirk Gently.
