Why'd the bald guys kill the hotel manager????

Just finished the whole season (loved it by the way) but have to ask - was there any rationale for the bald guys killing the hotel manager in episode 1 - he seems unrelated to their whole mission??? Was it just a lazy way of introducing the bald guys and adding intrigue?

Also the scene where Todd (Elijah Wood) sits on a bed with the drunk female hotel guest - again irrelevant (apart from showing how pointless his existance felt to him pre-dirk?)

Come on the hotel manager was an asshole. Even though it wasn't necessarily useful to their whole mission, it's not like if we wanted to cry him neither. He fired Todd for no other reasons than the unfounded suspicions of the feds. He didn't seemed like an interesting character anyway so why not use it as a lame way of introducing the bad guys?
