How did Pernell's DNA end up on a database?

In order to identify that the vomit was Pernell's, they would have to have a sample of his DNA to compare it to. We weren't shown any scene where they got a warrant to collect his DNA, and such a thing was never mentioned.
So, again, where would they get his dna to compare with the vomit sample?
