This show has always existed as a platform for the writers to parody whatever they want. Over the seasons, the story has grown and progressed, but it really does just serve as a template for the writers to explore different fun ideas, sometimes it will just be a tongue-in-cheek moment or one-liner, other times it may be an entire episode.
That's why I laugh whenever someone says that an episode is "filler" in this show, like last weeks political episode, people were talking about how it didn't progress the story, they clearly don't get that the story is secondary.
It's like South Park, there's often an underlying theme/story, but it exists more as an excuse to fit more jokes and parodies into each episode.
