There's no question that a lot of the Academy fondness for the film stems from it's homage to Hollywood musicals
and it's featuring of LA landmarks.
No, not really... The film presents the Fantasy of Los Angeles, not the reality, the dream of coming to LA to pursue a dream, and if you're working as a barista then at least your roommates and the people stuck in traffic with you will burst into musical numbers as you head for parties in Beverly Hills, and then you get rich and famous.
A person would have to be pretty silly to take it was an ad for migration and make any plans based on it, although I imagine that those who've already migrated (and have become AMPAS voters) absolutely love it. But ad for tourism, yeah, the film is bursting for love for Los Angeles, and even manages to make it look beautiful - which takes some pretty clever cinematography.
