The three children Annie took every year were "payment" for her three, who were burned at the stake before her by the townspeople, who blamed her for the influenza outbreak. Just before she died, she screamed at them that she would "make them pay" for what they did. She was the ghost. Hence, "Pay the ghost."

I loved it also. Finally. I have been trying for a while to find a Horror/Thriller I actually want to watch all the way through. It wasn't too scary but very enjoyable.

Yeah it was better than I expected. It was on my Netflix streaming list for a while and I finally decided to give it a shot.
