Why did viktor need a chain in the first place?

so let's say i'm viktor. I got all the power, I trust Amelia, but me and markus don't like each other for obvious reasons. now I still think I need him alive though. I decide for the elders to start taking turns so I can have a break. Now if Amelia is the only one I like, and I just need markus alive, why include markus in the chain at all? Why not just never wake him up and lock his mummy in a safe secret place like I did with William? Come to think of it, assuming I don't care about a break at all, and knowing how everyone reveres me it seems, why don't I just do what I do best and backstab, and just not wake anyone, and just rule the coven by myself forever. Especially when the original council is destroyed along with the original coven by the werewolf rebellion? If i'm powerful enough to rewrite history among immortals who were actually there, why not just make an all out fully grab? And let's face it, I want to now rage a race war and kill all lycans especially Lucian. I certainly don't want to sleep while he's around.

you gotta remember Markus made it so Viktor believed if he died, the entire Race would die too.

exactly. so if i got this guy who i believe needs to be kept alive, but i also want to rule, etc. i wouldn't just give him a turn in the chain. i would keep him in hibernation forever. i would just stash him somewhere and then keep him under lock and key. That way i'm safe, and i can rule once ever century instead of just every two. heck it's my coven so i could just forget about both if i want and just rule always.

I believe the Council's rule would forbid that. The Council were allegiant to the elders (as a whole).

that brings up another question. As I understood, markus bit viktor to get his army to fight the zombie like werewolves. somewhere in there you have Amelia as well. viktor was strong enough that he could take a lycan down bare handed easy. the army was on his side. other than advisors, why would the council even have any power? Especially after they were first destroyed he could have just seized absolute power like kraven wanted to after the council was destroyed a second time. Yet for some reason the council keeps getting recreated.
