You can watch Youtube videos of the real Colonel Parker and he sounded nothing like Tom Hanks.

If you read Guralnick's bio, you'll know that Col Parker's accent slips in and out, sometimes when he was emotional and sometimes depending on who he talks to. Same with videos on him, he had different accents on different videos. For narrative purposes and to show he was an illegal alien, this was the accent chosen to highlight that.

Hanks' accent was not very good in Catch Me If You Can either. He's just not that great at doing accents. CMIYC is still a very good movie though.

Wondering if his accent changed over time, if he sounded more American as time went on. In the film his accent never changes, but it also sounds ridiculous.
