Symbolism of the two drinks


When Donovan visits the judge at his home he proposes keeping Abel alive for a possible trade. In the scene, he is holding two drinks possibly a visible foreshadowing for the trade to take place.
Later in the movie Vogel, the East German attorney, also holds two drinks in the same way -- matching the earlier shot of Donovan.
I'm wondering what is the connection Spielberg is trying to make?

Perhaps it's indicative of the fact that two people are meeting, so it's polite to have two drinks prepared.
