Why didn't the people in the hotel use the basement shelter?
If a bus can fit them all, surely the shelter would have as well?

Well then you'd be the dead one and everyone else would be the wet ones.
I wondered the same thing. That was a big bomb shelter and it was way closer than the top of the mountain at the far end of an 80m climb on a one lane road.
The shelter is a last resort. Since as we see in the film, it can flood.
