That's probably what they are trying to do, even though the first film was quite emotional too - just not in the same depth with the rest of Pixar's movies.
IMO the first film's attempts to be emotional and heartwarming were preachy and superficial, and the only genuine sadness I get from it is that Paul Newman and Joe Ranft died around the same time.
I think Lasseter's choice to not direct this one was the right one. Maybe his love for the franchise had an adverse effect on it...

want him to stay away from. I just hope they end the series here. This dead cow's not been milking for years.
