is anybody actually asking for this?
I don't know any kids or adults that liked Cars. Cars 2 was even worse. Why or why is a part 3 being made?

You probably don't know a lot of kids then or are just making stuff up. Regardless, a billion $ revenue from toy sales surely doesn't lie.
shareCars was extremely popular and actually a great movie for kids and adults. Cats 2 was a failed attempt to go a completely different direction. Bad movie but still plenty of money on infinite toy options. Cars 3 going back to the original flavor would be great. In other words, your question was dumb.
My 4yo loves the cars films! He has autism so he can't understand the concept that there is a new one coming out soon, but I'm so excited for the day I get to watch it with him and he sees the characters he loves doing different things :)
shareCars was a mediocre film at best. Cars 2 is trash. I'm gonna laugh if Cars 3 bombs at the box office.
shareMy toddler enjoys both Cars and Cars 2, but just sees it as cool looking cars who say/do funny things. He doesn't care about plots, casting choices, etc. So, I can see how the movies would be enjoyable for young audiences. I personally think Cars would have been better without Owen Wilson and Bonnie Hunt. Cars 2 wasn't a bad idea, but it was a terrible idea to have Mater be the main character.
Like others have pointed out, it's the merchandise that really sells. Kids love race cars, planes, helicopters, etc. They like it even better if they're associated with a movie.
My son is nearly 3 and really likes Cars and Cars 2. I'm sure he'll be delighted to see a third one and possibly in the cinema this time.
There'll always be new fans for a franchise like this with plenty of toys etc.
"Cars" is the Disney IP that sells the most licensed merchandise in the toddler demographics. They even attempted to expand it with those direct to video "Planes" titles. It's the #1 IP for boys and for kids ages 3-8, with "Frozen" coming right behind for girls and kids ages 9-12.
So they have absolutely NO regard for Pixar's creative freedom or masterful storytelling. They WILL force Pixar to create another mediocre piece of garbage that will hit specific plot points (new characters, action scenes) to drive their toy sales for 2017.
There is no such thing as art. There is market demand. Can you read this post and understand it? If you can, you are NOT Disney's priority.
"You keep him in here, and make sure HE doesn't leave!"
I might see it if the reviews are good.
