Why didn't he use it on Henry when he fired him a few episodes back? Or had Henry bring Charlotte to the lair so they could use it on her when the secret got out?

Maybe he got it a after those events so it wouldn't happen again

Maybe there are potential side effects so he doesn't use it all the time.
