Personally, I don't see Bieber, however he does bear a striking resemblance to Vincent Larusso - Adam Banks in The Mighty Ducks.
The hair's totally different, but around the eyes and nose yeah. He does have a bit of Vinnie's look about him.
I feel like he resembles the twins from the Suite Life Of Zach and Cody.
