It's called 'tone'. This is a radical departure from the basic tone of the entire Oz book series.
It's the same as making a My Little Pony movie that revolved around an apocalyptic suicide cult that ate the hearts of foals.
They tried this before with the "Return to Oz" movie in the 80's.
That didn't exactly go over very well, ya know?
And then the charges of racism appear for making the villain a minority who gets run over by a white cop.
Oh god, I can see it all now... and it will be HILARIOUS!
