Do the filmmakers want people to see their film?

It sure doesn't look like it. The website

http://www.thewitness-film.com/

mentions NOTHING about upcoming screenings in any city in the world.

(nor imminent release to Netflix, Amazon Instant Video, Hulu, etc.,)

You can add it to the saved section of your DVD list on Netflix, but I don't see it on Amazon at all.

I really wish they had promoted this better because it's a great documentary, one that even the most casual/non-documentary moviegoer would enjoy and find interesting.

All the information you need: http://www.thewitness-film.com/.
I saw it in Massachusetts last Friday, the 26th. One of the best documentaries I've seen.
This story has haunted me since I saw a TV movie about it at age 10 (1975). Read the book:
Kitty Genovese: The Murder, the Bystanders, the Crime that Changed America
by Kevin Cook.
