I've never had HBO, so the only way I've ever seen John Oliver's Last week Tonight is online, but I quote it and post links. That should count. Surely some clever Nathan Silver out there can come up with a formula to translate internet hits and links into a reasonably accurate total viewer count.
The problem is monetizing alternative methods views. Since you don't have a subscription, HBO isn't making any money off of you. Maybe you watch a YouTube commercial before the video, but there isn't much money in that.
So while other methods maybe more accurate, there just isn't any incentive if they can't make money off of it.
Broadcast networks are dependent on people watching something live because the advertising revenue is where they make the most money.
The fact that people have alternatives and are unwilling to do this is why broadcast networks are dying. We're in the middle of this revolution, which is why shows like Selfie are suffering this fate. Eventually, all quality programs will be on Hulu, Netflix, Amazon, HBO, etc. Had this show started in one of these other places, this would not even be an issue right now.
