If you look at men who do a lot of heavy physical activity as a way of life rather than recreation they don't tend to look like a bodybuilder.
The typically muscular "healthy" image most people have now is pretty inaccurate, looking at people like Arnold Schwarzenegger or Chris Evans, that's a gym built body, and it's really more for show than any real use.
It's a thing I learned about doing anatomy studies, a muscular man and a strong man can be very different things indeed!
It looks to me that what they were going for was a (clearly exaggerated cartoony depiction) of a man who's lived a fairly comfortable life, never gone hungry and so not skinny or shapely, but also done a lot of physical work to build up their core.
I know a guy a bit like that myself, he's a huge guy but you wouldn't exactly call him fat.
he definitely has some cushioning! But it's not like he has a massive jiggly gut or anything, he's just a friggin huge dude.
I'm not sure if Disney intended fat with the father and male villagers, but they had a Johnny Bravo type body shape with a huge v top and tiny legs, but with no muscle definition. Like huge triangles of dough lol

Look up Hafþór Júlíus Björnsson, (he plays The Mountain in GoT)
He's literally won the strongest man in the world competition and he doesn't actually have all that much muscle definition!
Sometimes he has visible abs, but normally his stomach is pretty smooth, and he doesn't have overly distinct biceps like a bodybuilder would because his arms are ALL muscle, they maintain the same thickness all the way down!
I really find it kind of fascinating how these things are depicted, but maybe that just the artsy side of me and most people don't see much in it.
(Overwatch did a really good job of this with Zarya and Roadhog, their muscle definition isn't the same as your typical game character, they're much more in-line with the physique their characters would naturally attain in their setting)
I have to agree with everything you are saying. They all would be naturally strong. Moana has a healthy weight but her legs and arms are strong. Her mom does not loo weak either.
