Would Moana 2 actually go to theaters...?

or straight to VHS

The only way I can see a theoretical Moana 2 skipping theatrical release is if it goes straight to Netflix.
shareMOST Disney sequels go straight to video, however CGI movies seem to be an acceptation from the rule.

shareThe last direct-to-video sequel Disney has ever done was The Little Mermaid 3: Ariel's Beginning, but you have to remember, all of those disney sequels back then were done traditionally into hand-drawn animation. However, since it was already announced that Frozen and Wreck-It Ralph are getting sequels, chances are if Moana 2 were to happened, I do believe it could get a theater release just like the other two recent disney films I had just mention.
shareOne of John Lasseter's first moves when he took over Disney Animation Studios was to kill any and all direct-to-video sequels, as he felt they were undercutting the value of the Disney animation brand by associating it with cheap and substandard movies. Any sequel (which I don't think Moana needs anyway) would be a theatrical release.

shareDisney is doing a Frozen sequel which is already going to theaters sometime in the next couple of years. I've heard rumblings about Wreck It Ralph and Big Hero too. These are pretty big properties so I can't see how Disney would treat them in any other way than a big theater release.
