If you read the trivia you'll see that Hei-Hei was originally supposed to be a hot-tempered bully sent by Moana's father to watch over her. However, it didn't work out so well so they changed him to become really dumb late in production.

I actually would have liked that...lol
Both Hei-Hei and Pua go....Pua is silly and Hei-Hei is mean
maybe it would be too much like the Pocahontas side kicks though
