When you look at the rivalry, it could have been anyone. However by the end it would appear that Paul did it. He stands and watches, looking almost annoyed at the feedback the entire cast is receiving from the crowd. His emotion is hard to read, he definitely isn't ecstatic!
Even though he knows Toni has created something terrific, he does not share her methodology when it comes to ballet. Having witnessed some of his tantrums previously it isn't hard to imagine him trying something to sabotage the performance slightly. This would also help to serve his own ego, he would be there for Claire if her performance wasn't up to it, he would also have a reason to rip into her. Unfortunately for him, this type of pain fuels Claire, she knows it will help to block out negative emotion. She feeds off this sort of thing, hence the reason why she actually eats the glass then pulls off the performance perfectly.
I agree that it was Paul who put the glass in her shoes, but I actually think he did so hoping it would fuel her, not hinder her. He mentions that he did a follow up on her at her former company and heard about rumors. I think this was one of the things he learned, or at least guessed at, amongst other things.
His reaction at the end of the performance has more to do with his own hang ups, I think. His career as a dancer is over, but his angels and their choreographer have put on an amazing performance and have the entire audience on their feet in applause. They're cheering for them, not him, not all the work he put into to build his company. This is why he asks Claire to tell him how she feels - he doesn't get to feel the adoration from the audience.
another point supporting this would be, that Claire had her own private dressing room. Others did not have an access to it, but Paul did...

I know there are apocryphal stories of ballet dancers putting glass in their rivals' pointe shoes, but if anyone has ever had glass in her foot, she would not be dancing. Not without wincing at the very least. Trust me, that ish hurts!And Paul had no incentive to saboutage her.
shareYeah I cant see any possible reason why Paul would do it...yeah the camera panned to him, but to me the person looking at her would be the one who did not do it. Not his style anyway. the entire series he would confront people straight out...not do some sneaky jealous girl nonsense and not own up to it...
and why wreck his own production?
Unless like someone said he has picked up that she thrives on such tactics
