The camera in the Property room was most likely set up by IAD. Sgt Lincoln was IAD. How come she didn't know that when she tempered with evidence?

The owner of the junk-yard put it there to make sure his employees don't take drugs. He pretty much admitted this to Bosch.

Why would IAD put a camera in some random bathroom? They couldn't have known it will be used to intimidate a suspect.

I was talking abut the camera in the police evidence room.

Yes, especially given that Snyder knew about it as well. It’s plausible, but not likely at all that one would know and the other wouldn’t.
