Much like the hit CBS series The Good Wife, the producers of Madam Secretary drew inspiration from headline news for the show’s creation. When the attack on Benghazi happened in 2012, the producers saw potential for a series that would center on a female Secretary of State who bears some similarity to Hillary Clinton. The series showed real potential for a female lead who could display the professionalism, leadership, and command needed to show the decision making that goes on behind the scenes of a Secretary of State’s office.

Did you happen to see Roland Emmerich's Independence Day: Resurgence depicted a "Madam President" too perhaps under the delusion that Clinton was going to win the American presidency in 2016. Alas, the "predictive programming" of "Hollywoodism" failed to work on this occasion...
Perhaps. If so then it was a huge failure and might have accomplished the opposite of that. Think of this; imagine Elizabeth McCord running an email server in her basement, or something like that. Based on the high regard for morality and security shown in Madam Secretary, people probably were able to contrast that with the real Secretary of State. Trump was probably elected because fewer Democrats voted and this show might have clarified the issue very much for people.
Literally the only thing they share is hair colour, gender and position. This is like claiming any show that has a white male as president must be propaganda for white presidents.
