This show makes huge mistakes with it's lead characters

That is, in terms of giving its audience a chance to have someone to empathize with and relate to.

In season one, the most relatable characters were Sheriff Dan and Stanley Tucci's forensic investigator whom, by the finish, were respectively off-their-rocker nuts and dead.

In season 2, I found the most relatable character to be the ex-mayor, Hildur, who, once again, winds up dead by the finish of the season. Dennis Quaid's fishing boat captain is probably the next closet to be a protagonist, but his character is more on the periphery of the plot to really be considered the lead.

My bets are that if this show is lucky enough to get renewed for a third season, whomever is presented as being the most with-it character will likely end up either close to insanity or dead by the finish.
