It's "possible" that, as police chief in such a small community, he was helicopter certified and they just hadn't shown us him piloting it before that. Maybe.

Polar bears are coastal animals, they feed primarily on seal, and there are no seals inland. It's highly unlikely one would wonder that far inland, especially as there are even no people it could feed on when there are no seals about. From pb's point of view, that's the last place he'd want to be at.

We've already seen Dan fly chopper too. When he and the pretty one accosted Max and Yuri about riffles inland. So he didn't just hop on a chopper to save Morton, it's in his job description to know how to operate the thing. They don't have crime there so cops are basically search and rescue guys, of course they would know how to fly the chopper.
Funny thing tho, bot of these answers were provided in same scene in episode one. Someone's not careful watcher. ___ Anyone who has ever read any spoilers, knows that Winter Is Coming

Morton was fatally wounded. Getting him to a hospital wasn't an option, it would've just cause more trouble than it was worth. So in his last moments he did his job - he found out what happened to Pettigrew.
