Why was Dan in Charlie's house?


Was this ever answered? Why was sheriff Dan already in Charlie's house when Vincent came in and discovered Charlie's body?

And I can't remember why Pettigrew was chained up for a bear to eat. Can someone refresh my memory?

Can't remember why he was in the house already but Pettigrew was chained because Dan had a meltdown when he found him to have attacked the Spanish girl?

Right before the scene where Vincent finds Charlie, there's a scene where Hildur tells Dan that Charlie has found something in the ice, and might be about to block the plans for the hotel. After she leaves, Dan sits in his office for a minute, has a drink, and then leaves (drunkenly bumping into his door on the way out). Next we see of him, he's already in Charlie's house. Presumably, he was going there to find out what Charlie found, but the timeline is a little vague. Dan must have arrived after Charlie was attacked, and must have let himself in, but not had time to actually look around before Vincent arrived.

There are a few things like this in season one which are never fully explained, and are instead only implied - like the fact that people can only be infected by the wasps if they're already hurt or sick in some way (Liam has the mumps, Shirley has the flu, Ronnie cuts his hand, Jason is hurt in the fight with Ronnie, Elena cuts her head when Carrie pushes her), why Morton was already on his way to town when Charlie was killed, why Henry shoots Morton (was it an accident?), how Yuri knew Max, why Jason attacked Ronnie etc etc etc. I have no problem with every little thing not being spelt out in detail, but some of the narrative ellipses are a little hard to get a grasp of.

this is my understanding. as soon as dan had vincent in cuffs and he went back to charlie's house, he went to bathroom and washed his mouth to hide the fact he was drunk
