It is stated on most of the articles that this is based off of Ray Bradbury's story "Zero Hour". It is also listed under the FAQs

except again ' Zero hour 'is the first. and no credit to Ray Bradbury .

Torchwood: Children of Earth is a 1,000x better adaptation of this concept.
