If it was a Shield or Hyrda building why didn't they know of the Russia spying on them?
shareAt that time Shield was in large parts controlled by Hydra. Hydra wasn't a fully controlled group by Russia. Russia sent in the spies so they could get all the informatio. And not just parts that Hydra would give them.
