If it's a pilot, does it mean it was denied by a tv network?


I'm confused by what they mean.

Is it...

A) A pilot created for Netflix that could get more episodes if gets enough notability/popularity?

or

B) A pilot once given to a tv network(ie ABC, SyFy, HBO, NBC) but later rejected so they are airing the leftovers on Netflix for people to see.

Also, if it's a pilot why not just call it a TV show or simply a pilot? Why are some places listing it as a film? Makes no sense whatsoever.

Sometimes pilots are ordered by a network to gauge weather or not the idea is strong. Usually these pilots don't get aired, with very few exceptions. I'd guess it was made independently as hopes to shop it around as a TV series. But apparently it got distributed to Netflix by Fox Entertainment's indie label, so at least we got to see it.

I know I enjoyed the it.
