Who pays the property taxes for the building?
If the building is abandoned in wasteland version of earth... I could understand it still standing. But the earth that looked highly advanced should have demolished that building almost instantly.

shareYes. Obviously. Everytime someone forgets to pay property tax, their houses or buildings are instantly demolished. Also you have a vacant lot? Forgot to pay the property tax? We nuke it.

shareIt could be that "the phenomenon" involved with the building causes a kind of localized amnesia. When most people start to ask questions about the building they end up forgetting about it or getting redirected to some other topic, unless someone "special" tied to the phenomenon is involved.
That way for most people, the building would exist and they would know about it the way you might know a familiar landmark, but if you stop to think about it there's nothing there and you just kind of move on, in a "these aren't the droids you're looking for" kind of way.
Why do you assume nobody is paying taxes for the building? I would guess the building has a legal owner in all worlds - some mysterious company which originates in the core world.
shareWhat government would see a building pop up and then demolish it within 36 hours only? That would never happen. Getting approval to demolish it alone would take much longer than that lol.
