The first time locals gushingly approached him, he gruffly told them to 'f**k off and let me get back to my paper' (or words to that effect). Nobody bothered him after that.
Man I envy you living there, my dream city to live. Right on the ocean, nice weather all year round

Not surprisingly homelessness is a major problem here.
We are in the middle of a drug addiction crisis.
Canada's health care system nationwide is collapsing, but it's the worst here in Victoria in particular. GPs can't afford to live here on the wages they make so many are closing up shop and shuttering their practices.
But, hey, we have the weather and nice views to help ease our misery. :(
