Spoilers - why did they have to go through the tunnel?

Spoilers ahead.

OK, so the idea was to get to Diaz in his black Mercedes to have an inroad to the boss. But why did they have to go through the tunnel do so? Much of the movie is spent on getting the location of the tunnel, then going through it, where Alejandro meets the guy who will then basically be his Taxi driver acting on Alejandros instructions which he gets from the Americans?

Why was all this necessary? Brolin's character already knows about the black Mercedes, and the driver's whereabouts. They could have tracked him from the US going to meet his boss in Mexico, follow him, and have him stop in the same way using a "fake" police check.

It's not like they needed someone (like the crooked police officer ) to find out who they were needing to follow in the first place, they knew all that, because they gave Alejandro instructions what highway to use.

Spoilers!

The CIA raid on the tunnel was legal thanks to Kate and Reggie's presence, but beyond that, it was an assassination, which was a secret objective of mission that Kate only accidentally discovered.

Since Alejandro knew that there would be a Mexican marked police car at the pickup point (there was dialog to establish that), it was the perfect way for him to be on Mexican soil with no CIA assets (cars, guns, agents, etc.). If something went south, it was traceable to nobody other than himself, the Sicario that had a history with the target.

The only CIA help he had post-tunnel was Matt using an eye in the sky to ID the Mercedes.

It wasn't just the hit on Diaz that was illegal. Alejandro also killed the cop, plus the Diaz family members, all in cold blood for revenge. The CIA would have a very hard time being connected to that. So the scene at the end was touch-and-go for Kate -- she needed to sign that paper to live.

Thank you! That does explain it. Crucial bit for me was I missed the dialogue establishing the waiting police car.
