It's basically that simple. In order for the CIA operation to be "legal" there had to be a third party agency working with them. It's just a measure of checks & balances.

From what I remember he didn't tell her much of anything. Just vagaries about going after the Mexican cartel. Every time she'd ask for info, he'd tell her to shut up and just observe.

When he emptied his pockets onto the coffee table he pulled out a distinctive pink and blue rubber band, the same exact kind she had just seen around confiscated rolls of cartel cash.

Sorry, I don't understand this question. What's weird about the Mexican cartel killing the family members of someone from the Columbian cartel?

I don't recall them saying that Alejandro was working for the Columbian cartel, but a lot of people in here seem to think so. He was currently working with the US as a "consultant." I don't recall if they ever said so explicitly, but in the end I was under the impression he was only doing so because it would make it easier for him to get to his target and take his revenge, they were knowingly and willingly using each other. But I also took it that he had to follow certain procedures in order to stay in the US's good graces.

The only things I would further to Druffmaul's reply are:
2/ The plan was to establish order in the drug war, by establishing one cartel, a Columbian cartel, as the one-stop-shop cartel (to control all aspects of the trade). Implied was that the Americans had significant influence over that columbian cartel and could bring order to the drug trade, as opposed to the chaos that exists now. It was the best plan they could do, as Graver said, "until such time as 20% of the (US) population can be convinced to no longer snort or smoke cocaine."
4/ From what I understand, Alejandro is a Mexican, used to be a prosecutor, until the Sonora cartel murdered his family. He became a hitman for a rival of the Mexican cartel, ie the Columbian Medellin cartel, intent on revenge against the Mexican cartel.
5/ Alejandro was on some sort of contract with Graver and the US, as an assassin. Given his efficiency, and the fact he is a foreigner, he would be an obvious choice, easy to disappear back south should anything go bad.
In answer to Nankrom, my guess would be the cartel arranged the traffic jam and had the gangsters waiting for the American vans. Once the vans hit the traffic jam they would be sitting ducks, unable to go anywhere.
What I want to know is why the Mexicans that they fight on the border thought driving straight into the checkpoint would be a good assassination attempt, not to mention why was that one guy in black when all the others stayed in the cars
because they are most likely to get stucked in traffic as it happened, elsewhere in Mexico that had police escort for swift drive, though i find it strange that don't have some special fast lane for diplomatic cars they could pass through, didn't make much sense to me it why not use helicopter
1. They needed the FBI to operate on US soil, not Mexico. Generally, the CIA is legally prohibited from conducting domestic ops. But apparently there's an exception if it's a joint op with U.S. law enforcement.
2. The CIA was killing competitors to the Medellin cartel so there would be only one cartel like in the old days. More stable and easier to manage that way.
3. Kate recognized the money band from the cartel money laundering and realized he'd been paid off by the same people.
4. Alejandro worked for both the Medellin cartel and CIA. Basically, anyone who would help him get revenge against Alarcon.
