The movie is definitely a sequel (in the sense that we saw his dug up grave, and know that Donna Evans from Saw 3D is coming back to die in this one). I think he'll be in flashbacks with yet another apprentice. We also know there's a character named Ryan in the movie who has scenes with Jigsaw, so it's probably the public trap dude from Saw 3D. We know he's an apprentice from the Saw 3D DVD commentary... so I'll go and assume that he's in there as the apprentice. Which is very dumb.

About the whole Ryan being an apprentice thing. In the original ending of Saw 3D (which was filmed) it was revealed that Doctor G convinced the entire survivor's group to rise up and take down Hoffman. After sealing Hoffman in the bathroom the entire group would be outside the bathroom in the hall. This is why they never filmed Brad and Ryan removing the pig masks, with this ending it would be obvious that who was actually underneath those two pig masks is irrelevant, they were just members of the survivor's group.

So this might be implying the filmed ending is canon and the survivors are taking up the legacy. Either that or they will be ignoring what was confirmed on the commentary and that Ryan will be returning as a survivor with no desire to continue the legacy.

There's no need for it to be a prequel because half of each Saw film is told through flashback sequences anyways. There will probably be flashbacks with him, Gordon, and other apprentices.

True, I guess I was imagining something along the lines of Saw 3 and 4 which happen concurrently, but Saw IV is essentially a prequel, save for the ending.
