Arrow seems a lot closer to Daredevil in my opinion.

Blonde billionaire who is stranded after a betrayal from their father's friend. Returns home after training to be a hero and right those wrongs. Even the comics are vaguely similar.

Arrow got most of it's ideas from it's comics, when they weren't getting them from Nolan's Bat-movies. Though later seasons got all their ideas from non-Green Arrow comics, namely Batman for Season 3.
